Note-- I am happy to vote for practising LDS who promise to recuse themselves from Church-related issues. We would still have Main Street if a majority of the LDS members on the City Council had not badly failed that basic ethical test.

Why does that matter? If you lived in any other city outside of Utah, that would *not* be the first question on your list.
If I lived in any other city, I wouldn't have to worry about that particular conflict of interest creating bad decisions (e.g., Main Street fiasco).
