My inner devils advocate says, what are we counting as a felony? Does it have to be prosecuted, or just reported? Probably, prosecuted. In that case an understaffed office might explain those numbers.
If the number of defense attorneys has grown, and prosecutors remained stagnant, then incidents of crime could drop.

Crime going up! Who cares if your house gets robbed? Who cares if your wife or daughter gets raped. Who cares if theirs a meth lab next door?
